That's what I originally thought as well, but the rink is being built on the roof of the casino (an area which used to be a parking deck years ago) and considering the area already supports a pool, the weight of an ice rink and the seating area shouldn't be an issue. The fifth floor of the South Tower will be converted into a locker room/training facility.
I could see them potentially putting a larger arena on site, as this idea was really a spur of the moment thing and with the team currently averaging over 4500 at the Orleans Arena, the new venue will leave folks out in the cold due to sell outs. If a 5000-6000 seat arena could be built on the surface lot at the south end of the Plaza, that would be an ideal solution, even if it were an ice rink under a tent.
